Baguio has grown to the nation's second most important site for holding official meetings, such as religious, educational, cultural or business-oriented assemblies, seminars, conferences or congresses. The main factors which led to this development were the city's position as the leading economic center of the region, its favorable climate and its administrative status after the Philippines Commission's decision to make Baguio the "summer capital" of the Philippines".
