Can anyone do a “real” no jump dunk?

Can anyone actually dunk without jumping at all? Because even when the 8 foot tall guys do the no jump dunk, they always still hop a tiny bit. When Victor Wembenyama dunks, who's 7 foot 5, he jumps up about 3 inches. Taco Fall, who's 7 foot 6, lifts his heel up about 4 inches

to dunk, which still counts as vertical. This 7'8 guy, who they called tiny, jumped up an entire 3 inches in his no jump dunk. Big Nija who's 7'11 still lifts his foot up about three inches to dunk.
